For years, the industry has struggled with inconsistent definitions of “net zero.” Different organisations including the UKGBC, RIBA and LETI have set varying benchmarks for energy use and carbon performance. This patchwork of standards alongside a lack of standardisation in calculation methodologies has made meaningful comparison and collective progress difficult.
The publication of Version 1 of the UK Net Zero Carbon Buildings Standard marks a significant moment for the built environment. For the first time, the industry has a unified definition of what ‘net zero carbon aligned buildings’ look like in practice, supported by a clear, evidence-based reporting methodology.
This is a major step forward in bringing clarity, consistency and credibility to the way we design, deliver and operate buildings across the UK.
What is the UK Net Zero Carbon Buildings Standard?
The Standard has been collaboratively developed by a wide range of organisations across the built environment sector, including professional institutions, industry bodies and sustainability leaders. Together, we recognised a shared challenge: while net zero ambitions were growing, the industry lacked a consistent framework to define and measure progress. The result is a practical and robust approach that applies to both new and existing buildings, whether or not retrofit works are taking place.
At its core, the Standard provides the sector with clear rules and transparent metrics. This matters because it helps ensure that claims around net zero carbon are credible and comparable, while also accelerating the delivery of buildings that contribute meaningfully to the UK’s legally binding carbon budgets and climate targets.
Doing our bit at HLM
We’re proud to support the development of the Standard as a Pilot Programme participant, contributing two projects that helped test and shape its methodology in real-world scenarios. These projects are:
Trent View College, a beacon of sustainable and inclusive education. An exceptional and Passivhaus-certified education environment where SEND students can showcase their talents, and prepare for the transition into the wider world and adult life.
The second project is the National Centre for Community Health & Technology (NCCHT), a visionary project that aims to revolutionise the way we approach healthcare for children and young people. This worldclass facility will connect global clinical expertise with cutting-edge innovation, providing vital care to 200 children and young people every day.
Pushing further and faster toward net zero buildings
The publication of the UK Net Zero Carbon Buildings Standard is a landmark moment for our industry. The introduction of the Standard marks a crucial shift toward clarity and alignment, giving the sector a shared framework and the confidence to push further and faster toward truly net zero buildings.
Its energy targets, which often mirror or exceed Passive House performance, reflect the level of ambition needed. Crucially, the standard gives equal weight to operational and embodied carbon, encouraging whole life cycle thinking. Targets of 400–800 kgCO₂e/m² are being pushed down to as low as 50 kgCO₂e/m ² by 2050 and below that for some sectors, which will only be achievable if we radically reduce new construction and prioritise reuse and retrofit.
For designers, clients and operators alike, the Standard provides a clear direction of travel. It encourages us to measure performance more rigorously, to design more responsibly, and to work collaboratively across disciplines to reduce carbon throughout a building’s whole life.
Most importantly, it reinforces something we have long believed at HLM Architects: sustainability is not a bolt-on, it’s fundamental to creating places that support people, communities and the planet.
